The Senate passed a bipartisan continuing resolution (CR) that would extend fiscal year (FY) 2026 funding for all federal agencies and programs until December 11, 2026. This funding extension will allow lawmakers to defer final decision-making on FY 2027 spending levels, including funding for the National Institutes of Health (NIH), until after the midterm elections. The House, which passed its own version of the CR on July 21, will need to take up the Senate-passed measure when it returns from recess in September.
The Senate-passed CR also includes a provision that would delay, for the duration of the CR, action by the administration on the Office of Management and Budget (OMB) proposed rule to reshape the federal grant making process.
